Available grants and assistance request forms
If you are a current Feather River College student who is facing challenges with accessing basic needs such as adequate food, stable housing, general hygiene or wellness products you're encouraged to complete this form. This form will be used to connect you with resources related to your identified areas of need.
Please note Basic Needs requests will be filled on Tuesdays and Thursdays and are limited to 3 per semester
If your basic needs are not being met, you may qualify for a one-time emergency grant to help get you on track.
To qualify, students must:
- have at least a 2.0 GPA
- be enrolled in 6 or more semester units
- be enrolled in a degree or certificate program
- completed FAFSA or CA Dream Act Application
You must provide supporting documentation in the applicant's name, such as an official invoice, eviction notice, statement, etc.

Each semester, Basic Needs provides a limited number of laptops for students available by request to students who meet the following criteria:
- Completed FAFSA on file with FRC financial aid AND a minimum of $200 unmet need (as determined by the institution's financial aid office)
- Must be enrolled in a minimum of 6 academic units
- Must have a declared major and be actively seeking a degree (determined by if a student has an Student Education Plan ,SEP, on file)
- Have minimum cumulative GPA of 2.0 or above
- Provide a written educational goals statement

Housing Deposit Grants are designed to assist students with covering the cost of the FRC housing deposit. Grant funds are slated toward students who will be moving into campus housing for the first time (Hillside, Pines, or Meadows). If approved the grant will cover the full amount required for moving into student housing ($400)
Eligibility Requirements:
- Student must fill out Housing Deposit Support application on the Basic Needs website by the determined due date
- The student must have submitted their housing application AND paid the $75 app fee by all required housing deadlines
- Student must have a confirmed spot in housing
- Student must have FAFSA on file with FRC AND have at least $400 of unmet need

Available Resources
TimelyCare
Looking for mental health support? Feather River College now offers FRC TimelyCare - a new 24/7 telehealth program for students. This service provides access to FREE mental virtual health care from anywhere in the United States through your smartphone, laptop, or desktop.
Student Housing
We are one of the few campuses in the California Community College system that offers student housing, both on and off campus. Plus, if you are in need of emergency housing, you can visit the Plumas Crisis Intervention and Resource Center website for additional resources.
Food Services
FRC and the Quincy community provide a number of different ways you can access food. No student should have to suffer from food insecurity on this campus. We offer CalFresh to all FRC students, which is essentially free food for qualifying applicants. Plus tons of free meals provided by the Perch!
Mental Health Services
You can walk in to the Mental Health & Wellness Center on campus, or call them 530-283-0202, ext. 205 or 234, or visit their website below. You have the ability now to schedule a face-to-face appointments, or utilize any of their Telehealth services. Whether you need to speak to a counselor about more serious concerns, or just the day-to-day stresses and anxiety that most of us experience, we are here to help!
Transportation
All FRC students have direct access to Plumas County Transit that services Quincy and the surrounding areas. FRC Student Photo ID cards serve as the bus pass to be presented upon boarding. ID cards are issued at the Admissions and Records office. NOTICE: Quincy Evening Routes will switch to an on-demand service starting May 15th from 5pm – 6:30 and 7:30 to 8:45 pm. Download the app.
Child Care
Being a parent and a student is tough. We do offer a child care option on campus at our Childcare Developement Center. On top of this, there are a few other options to help you eliminate one less worry. There is a Child Care Payment Program through Plumas Rural Services, Head Start through Sierra Cascade Family Opportunities, and CalWORKs through the CA Department of Social Services.
Health Care
FRC provides health services through a special agreement with the Plumas County Public Health Agency Health Clinic. Services include family planning, physical assessment, referral, counseling, and health education. The clinic is located in the building next to the FRC on-campus residence halls.
Utility Assistance
Plumas HEAP (Home Energy Assistance Program) is a low-income energy assistance program that can help pay ONE of your utilities bills ONCE per year for eligible households. The application process for HEAP is easy and you can access below.
Money for College
The Financial Aid Office can assist with resources, such as California Promise Grant and the Federal Pell Grant, as well as various COVID relief funds available to students. You can reach them by phone at (530) 283-0202 Ext. 603, or schedule an appointment online through their website below.
