SPECIAL RULES
Turn 1: Germany, Japan, and the USA must deploy at least 5 RFs in their Internal boxes.
Turn 2: Germany, France, and the USA must deploy at least 5 RFs in their Internal boxes.
Turn 4: In the 5-Player game only, put -15 RFs in Russia's China box. This represents the Russo-Japanese War.
Turn 5: Revolution of 1905: Russia receives -5 RFs in her Internal box. Boer War: Place -10 RFs in Britain's Southern Africa box. Boxer Rebellion: Place -5 RFs in each country's China box.
Economic VPs
At the end of the game, the player with the most RFs in his country's Economic box receives 9 VPs. The player with the second largest total receives 7. Third highest gets 5, fourth 3, fifth 1, and sixth 0. If two or more players are tied for a position, total the VPs together and divide them evenly. Drop fractions. For example, if Britain and Germany are tied for second place, both would get 6 VPs. If Britain, Germany, and France are tied for fourth, each would get 1 VP. Players cannot attack each other in these boxes.

North Africa is the part of Africa north of the Sahara Desert.
Central Africa runs from the Sahara south through the Congo.
Southern Africa is anything south of the Congo.
Central Asia includes Persia, Moslem Asia, Afghanistan, and India.
China includes Korea.
