“Our mission is to support student success by working with the community to generate external financial contributions to the Foundation that benefit Feather River College’s students, activities, and programs.”


The Feather River College Foundation Inc. is a nonprofit public benefit corporation with the express purpose of assisting in the achievement of superior programs and education for Feather River College. 

The Foundation adheres to its main mission by receiving funds from the public through fund raisers and donations. It then makes contributions to the educational and community programs of Feather River College. It is run by a Board of Directors and Members who assist in the development of programs and projects that benefit the students and the college’s programs.

In addition to providing funding for the enhancement of the college’s programs, the Foundation owns the Feather River Fitness and Recreation Center, the Feather River Apartments and the Meadows Apartments which provide housing for FRC students. 

The Foundation also orchestrates the Community Host program which links FRC students from out of the area with local residents who share similar interests. For more information on the Community Host Program, contact the Foundation's Executive Director, Carolyn Shipp, at or download the application below.

The goals of the Foundation are to:

  • Increase private funding to support students' scholarships and special needs of the college;
  • Increase the public’s awareness of the college’s and students’ financial needs;
  • Communicate the strong relationships between the college and the Plumas County community;
  • Work to finance educational areas that enhance the growth of the Plumas County area economy;
  • Establish FRC as the premier training and education center of the area; and
  • Increase the self –sufficiency of the Foundation.

The FRC Foundation is the private fundraising arm for the college. Members of the community who believe in the mission and the values of FRC serve on the FRC Foundation Board to guide its activities and investments. You Can Make the Difference

Over 80 percent of FRC's students need financial help to attend college. Many students are working full-time, supporting families and trying to make ends meet. That's where the FRC Foundation comes in!

Through the generosity of private donors and FRC staff members, the FRC Foundation offers scholarships in a variety of programs for students. These scholarships range from a multitude of academic, merit and need-based scholarship awards.

How to Give

You can help make a student's dream of a quality college education come true. There are a variety of giving options, such as a permanent endowment, annual gifts, matching gifts from you and your employer, one-time cash gifts, wills and bequests and charitable gift annuities. Annually, the FRC Foundation finances dozens of student scholarships, but is forced to turn down many qualified applicants because of limited funds. IRS Status

The Feather River College Foundation is a tax-exempt organization as described in Section 501(c) (3) of the Internal Revenue Code. It qualifies as a public charitable organization under Section 170\ (b) (1) (A) (vi) of the Internal Revenue Code. Contributions to the Foundation are fully tax-deductible according to the schedules established under income tax and estate tax regulations. The Foundation’s tax identification number is 68-0188281.

College Support

The Foundation works closely with the college president and the elected college’s Board of Trustees to raise external funds for college priorities. The college’s general fund provides the Foundation Office with office space, equipment, materials and supplies, staff salaries, meeting and other operational expenses. The support provided to the Foundation by Feather River College is essential in ensuring that contributions from private support are spent on programs and scholarships.
